- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-05-Q-4013. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 750 employees. NUWC Division Newport intends to purchase the following items: 0001: CW Fiber-Coupled Single Frequency NPRO Laser, #125N-1319-200, with the following specifications: 200mW@ 1319nm, includes integrated relaxation oscillation noise reduction system, 30 db optical isolator, polarization-maintaining Fujikura fiber with FC/PC connector with key slow-axis aligned, and broad (thermal) and fast (plezo) frequency tuning, qty (1).Item 0002: Power Supply, #125/6-OPN-PS, Microprocessor controlled, includes cables and provides the voltages to power Series 125 and 126 lasers, qty (1) Required delivery is 10 weeks after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Lightwave Electronics, 2400 Charleston Road, Mountain View, CA 94043. They are the only known source that can provide a fiber-coupled laser with noise level less than -165 dB/Hz above 10MHz. The Model 125 laser is the only one that has successfully passed the Navy?s rigorous Environmental Qualification Test. This compatibility allows for interchangeability to occur if needed. Evaluation factors are Technical capability, price and past performance. Award will be based on Best Value. All other timely offers will be considered.
