Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Requirement reference number : 2F2P3C3-5082-A200 is issued as a Request for Quotation (RFQ), utilizing Simplified Acquisition Procedures in FAR Part 13. This solicitation documents and incorporates provisions and clauses in effect through the Federal Acquisition Regulation. The North American Industry Classification System Code (NAICS) is 518111. This acquisition is unrestricted. Under new FAR Guidance and in order to receive this award you must be registered in the Central Contractor?s Registration data base at http://www.ccr.gov. Bids shall be received not later than 16:00 GMT, 31 May 2005. Offers may be faxed (limited to 30 pages), in accordance with FAR 52.214-31, Facsimile Bids (Dec 1989) to: 00-44-1638-522268, Attention Ann Robinson, or preferred method email to ann.robinson@lakenheath.af.mil . Proposals are to be priced as follows and in accordance with the Statement of Work; Contractor shall provide all labor, and transportation necessary for Microsoft Share point Consultant Services for a contract period of one year, with approximately 72 on site support hours. Consulting may be done by phone or email. The on site support or portion of the contract will be conducted at RAF Lakenheath or RAF Feltwell, United Kingdom. Technical criteria must be met in order to be considered for contract award. Award will be made to the lowest price proposal meeting or exceeding technical requirements. No tradeoffs are permitted. Bids shall be received not later than 16:00 GMT, 31 May 2005. FAR provision 52.211-6 Brand Name or Equal, applies to this requirement. If quote is for an ?equal? product specifications of the item must be included in quotation. FAR Provision 52.212-1, Instructions to Offerors ? United States Air Forces in Europe 48th Fighter Wing, RAF Lakenheath UK STATEMENT OF WORK FOR CONSULTANT SERVICES, 48FW.COM PORTAL BACKGROUND US Air Force in Europe (USAFE), 48th Fighter Wing at RAF Lakenheath UK, has undertaken efforts to pilot new technologies that would enable military personnel to access information assets, collaborate on the content efficiently, and facilitate the publishing of new content to the intranet and extranet. The 48th Communications Squadron (48th CS) is requesting a Consultant for efforts to maintain and troubleshoot current architecture and sites for the Military Intranet/Extranet and Family Portal. Technical support required will include but is not limited to: creation of web parts, design/aesthetic changes to the portal, and troubleshooting of current setup. The 48th Communications Squadron (48th CS) is requesting that a Share Point Support and Consultancy contract is put in place to enable their Share Point Technicians to receive support and troubleshooting assistance via telephone and e-mail. In addition to this some level of on-site consultancy and training would be required to enable the technician to fully understand how the problem arose and also how to solve it for future experience. OBJECTIVE / SCOPE The objective is to provide the 48th CS with a consultant to assist in trouble shooting and provide technical support during maintenance and of Lakenheath?s portals. The objectives of Lakenheath Intranet/Extranet and Family Portal are to: ?Continue to provide geographically dispersed users access to team sites ?Improve the ability to capture, retrieve, and reuse assets ?Improve collaboration through flexible document management, versioning and publishing ?Continue portal standardization ?Optimize and enforce disk storage ?Simplify portal administration and management ?Safeguard digital information from unauthorized use The technologies that may be part of this effort include, but are not limited to: ?Windows Share Point Server ?Live Communication Server ?Visual Studio NET/.NET Framework and XML Web Services ?Exchange Server and Outlook ?SQL Server Additionally, the consultant will incorporate best practices (from other AF activities, as well as other government and commercial activities), and knowledge transfer as part of this effort. TASKS Consultant shall provide trouble shooting services and technical direction for site management; providing knowledge transfer and technical recommendations/assistance; and should it be required assistance with future development . Consultant shall also assist with the following tasks identified below in support of 48th CS at RAF Lakenheath UK: 1.Configure and Deploy Software IAW AFI 33-129 & AFI 33-115 v1&2: When upgrades are needed consultant shall assist 48th CS personnel in the evaluation, configuration refinement of the site environment. Consultant shall also assist in the configuration and maintenance of Live Communication Server (LCS). 2.Sustainment/Maintenance IAW AFI 33-129 & AFI 33-115 v1&2: Consultant shall assist 48th CS personnel in the development of web parts, site templates, list templates; search/indexing configuration, taxonomy, and security setting/practices. Additionally, the consultant shall assist development of portal group areas and creation of portal content and development team sites on the site at all levels and associated document libraries. 3.Test IAW AFI 33-129 & AFI 33-115 v1&2: Consultant shall assist 48th CS personnel in testing any new solutions using the Test Plan and all upgrades to the system will be tested in the testing existing test lab located at RAF Feltwell. No testing will be allowed off base, to eliminate the event of possible software sharing. DELIVERABLES Consulting services will be performed in a professional manner, and shall provide the following deliverables: ?E-mail and Telephone support. ?On-site consultancy and support as deemed necessary by Web Shop NCOIC. ?Immediate need for tech support to fix search engine services. ?Status Reports ? Report activities to supervisor, format can be determined by consultant. ?Train the 48CS web shop on recommended test solutions. ?Best practice for permissions to team sites in accordance with necessary regulations. Consultant shall submit project deliverables to: 48th CS at RAF Lakenheath UK. PLACE AND PERIOD OF PERFORMANCE The contractor is required to perform consulting work on a tasking basis and may be required to be on-site depending on the need as determined by the 48 CS Web Administration. Minimum required on-site response time is 24 hours upon notification. The contractor shall perform consultant duties primarily at RAF Lakenheath and RAF Feltwell UK. Any off-site work shall be coordinated and approved with the 48 Communications Squadron, NCOIC, Web Administration. Office space, office supplies, and a computer system will be provided to the consultant. GOVERNMENT FURNISHED EQUIPMENT Office space, office supplies, computer systems and existing test lab will be available to the contract consultant.
