Description
This is a sources sought/market research notice conducted in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. Bolling AFB is seeking information from all interested parties capable of designing/providing compatible equipment for an existing Pelco CCTV system, consisting of 9 each, ImagePak Ultra High Resolution/Low light Color wall mounted cameras. Manufacturer: Pelco, Part Number: G3512-2CLV2AK and the Advantage Suite Networks (ASN) Server. The existing Pelco CCTV system has the following capabilities: The device has an extra-wide lenses, a 24VAC heater, blower and defroster for all-weather capability. Views from the cameras will be supervised and recorded within the control room of the restricted area using the existing Pelco DX7016-240 Digital Video Recorder. 1) This device accepts 16 camera inputs and comes complete with a 240GB Hard Drive (4 weeks), allows for video motion detection using provided software, and operates at 100-240VAC, 50/60Hz, NTSC/PAL, 4RU. Advantage Suite Networks Server (ASN) to perform the following capabilities: Designed to be fully compatible with a variety of RS-232 protocol interfaces to permit integrated immediate visual alarm assessment and virtually unlimited control of both fixed and pan-tilt-zoom video cameras. ASN system shall be capable of incorporating automated alarm call up, multiplexing, recording, etc. to support base video surveillance needs. 2) All interested parties are encouraged to provide information on their capabilities to meet this requirement for a hardwiring system including fiber optic and/or a wireless system. 3) Bolling is requesting the additonal system to meet the following requirements for the new CCTV Perimeter Project: Compatible with Existing DX 7000 series ( Pelco DX7016-240 Digital Recorder); 10 Cameras: Water Resistant/Withstands Rain, Snow, etc.; Built-in Power Line Surge/Limited Lightning Protection capabilities; 2 Auxiliary Outputs/7 Alarm Inputs Allowing a Wider Range of Coverage; Built-in Back Box Memory ? If Digital Recorder Fails, Cameras Record Information for 2 hrs; Pressurized to Prevent Condensation/Ensure a Clear Picture; Solid-State Sensors to Prevent Overheating/Freezing; On-Demand Environmental Status Display; Displays internal/external Temperature of Camera and/or environment; On-Screen Alert Modes - Annunciates based on user settings allowed; On-Screen Programmable Menus for Pan/Tilt, Camera/Sensor Alert; Meets NEMA Standard; Built-in Power Line Surge. 4) The wireless system (anti-jamming capability) should consist of, but not limited to the following: Clear line-of-sight ranges up to 7 miles; NTSC/PAL with 460 lines of horizontal resolution; Stereo audio transmission; Dual Virtual Wire contact closure with discrete outputs; Data pass-through mode; Operates on 6 to 12 volts DC; Rugged, all-weather construction, NEMA4x rated; Approved by FCC and DOC; VT5900 Transmitter; VRX5900 Receiver; AD5900-15-R Transmitter Antenna; Receiver antenna as required; 7 Vdc Power Supplies (Qty 2); Pole Mounting Hardware; user manual; Range - 7 Miles Line-of-sight (with 30 dBi receiver antenna); RF Output Power - Per FCC part 15.249; Current Draw - 220 mA typ., 30mA standby (TX), 500mA typ. RX; Input Voltage - 7-12 Vdc (7 Vdc nominal); Video bandwidth - 5.8 or better MHz (data encrypted); Input Impedance - 75 Ohms; Video Connector - BNC-F; Audio Input -1 Vpp line level; Input Impedance - 600 Ohms; Audio Bandwidth - 50 Hz - 15 KHz; Audio Connector - RCA-F; Data Connector - RJ11; Relay Contact - 4 position terminal block, 2 inputs; Radio Dimensions - 4.6" x 8.8" x 2.5" (11.7 cm x 22.4 cm x 6.4 cm); Temp Range - 22?F to 158?F (-30?C to +70?C); and Mounting - Wall or pole up to 2 3/8" diameter. 5) In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above. The documentation shall include descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this market research, the contracting officer may determine that a solicitation will be issued. Prior to issuing a solicitation, a pre-soliciation notice will be published. Interested parties are encouraged to furnish information. Information submitted will not be returned.
