Description
The Request for Proposal (RFP) for the continued operation of the St. Louis Job Corps Center (JCC), at 4333 Goodfellow Boulevard, St. Louis, Missouri 63120, will be available approximately Friday, June 3, 2005, on the World Wide Web at http://www.FedBizOpps.gov and http://wdsc.doleta.gov/jobcorps/. The resultant contract will cover the period May 1, 2006 through April 30, 2008 plus three Government unilateral option years. The St. Louis JCC has a capacity of 604 students (280 residential males, 168 residential females, 29 non-residential males, and 127 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and vocational training, along with support services. The contractor shall provide academic and vocational training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. A Pre-Proposal conference followed immediately by a walk-through inspection of the St. Louis JCC facility, will be convened promptly at 11:00 a.m. local time on Wednesday, June 15, 2005 (address shown above). Upon entering the facility, offerors must stop at the welcome center just inside the front gate where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. All questions prior to the pre-proposal conference should be submitted in writing to the Contracting Officer. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Daylight Time, on Monday, August 8, 2005, at the following address: U. S. Department of Labor, Office of Job Corps, Room 676, 230 S. Dearborn Street, Chicago, IL 60604.
