Description

The government is seeking proposals for conversion of the T400 turbo-shaft engine test cell located at the Naval Air Depot, MCAS, Cherry Point, NC from a single engine test system to a Versatile Engine Test System (VETS™) facility capable of testing multiple turbo-shaft engine types and models (between 1500 and 5000 SHP) utilizing a removable Engine Test Bed System (ETBS™) designed for each engine type. The applicable NAICS code is 334519 with a corresponding size standard of 500 employees. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation and all information relating to this requirement will be posted to FedBizOpps. See Note 26. A draft specification for this requirement is scheduled to be posted on or before 29 January 2004 for the purpose of soliciting industry comments. A Pre-Solicitation Conference relating to this requirement is scheduled to be conducted on Thursday, February 12, 2004 from 8:30 a.m. to 11:30 a.m. at the Naval Air Depot, MCAS, Cherry Point, NC. Offerors planning to attend the conference must submit requests for access to both the Air Station and the Naval Air Depot as follows: 1) Access to MCAS Cherry Point: Contractors shall submit a list of the names of company officials who plan to attend to the conference to kellysl@cherrypoint.usmc.mil no later than three (3) business days prior to the date of the conference. Upon arriving at the Air Station, contractors must check at the Station Pass and ID office located adjacent to the main gate. 2) Access to Naval Air Depot: In order to obtain access to the Naval Air Depot, Cherry Point visitors must submit a written request, on official company letterhead, via fax to (252) 464-8867, Attn: Public Safety Department, Naval Air Depot, Cherry Point, NC no later than five (5) business days prior to the visit. Requests should be signed by an official of the requesting organization other than the visitor and must include the following information: name of visitor; date of birth; place of birth; proof of citizenship (if not US Citizen, you must provide proper ID and paperwork(Note that visits by foreign nationals must be submitted at least sixty days in advance of the visit).); Naval Air Depot point of contact and telephone number (Deidre Monroe, (252) 464-9456); date and duration of visit; and company telephone and fax numbers. All visitors will be required to present a photo ID upon entering the Depot's main lobby at Building 137. Additional information regarding access to the Air Station is available by phone at (252) 464-7397 or by accessing the Naval Air Depot’s web-site at www.nadepcp.navy.mil/vis_info.htm. The government plans to issue a solicitation for this requirement on or before 12 March 2004 with proposals due 30 days thereafter. For the information of potential offerors, the government’s estimate for this procurement, including all options, is between $1 million and $4 million.
