Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-05-Q-0028 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03 effective April 11, 2005. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance the offeror must submit, in writing, as part of its technical quotation, the relevant past performance information (limited to 3 contracts) and a responsible offerors ability to meet the salient functional and technical requirements as listed below for the 35mm projector for the John F Kennedy Library. BACKGROUND National Archives and Records Administration (NARA). NARA is an independent Federal agency that helps preserve our nation's history by overseeing the management of all Federal records. Our mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience. We must make it easy for citizens to access this essential evidence regardless of the location of the documentation or of the people using it. The John F. Kennedy Presidential Library and Museum is part of the National Archives and Records Administration (NARA) and is dedicated to the memory of our nation's thirty-fifth president and to all those who through the art of politics seek a new and better world. Our purpose is to advance the study and understanding of President Kennedy's life and career and the times in which he lived; and to promote a greater appreciation of America's political and cultural heritage, the process of governing and the importance of public service. As part of our Exhibit, visitors are shown a 25-minute film on the early part of President Kennedy?s life. That film is shown in two different Theatres on a rotating basis. The Library opened in October 1979 and the current projector has been operational since that time. Therefore, it is now over 25 years old and needs to be replaced. SPECIFIC REQUIREMENTS: 35mm Projector with electronic intermittents, including all the following; Ability for reverse running Reverse scan Dolby Sound device with flywheel disconnect for reverse running Electronic frictions and spool shafts for 2000? reel and 5/16? shaft Single cue detector for FP-30E Illuminated operating panel Mounting rollers Lens turret Aperture plates, 133:1 and 166:1 2-7kW Universal lamphouse Rectifier N3-80-US for 220V @ 60 Hz Balzers dichroic reflector Electrical dowser assembly Xenon blub XBO 2000 W/HS OFR H EMK electronic automation MP-4 Digital Announcement Recorder (preferred Alcorn McBride) In addition, it is imperative that the supplier of this equipment either be local in the Boston area, or have a certified local representative should service on the equipment be required. DELIVERABLES The contractor shall provide unlimited airtime 24 hours a day, 7 days a week, and 52 weeks a year. The contractor shall provide mail in maintenance of portable units, and on-site maintenance of base stations and in-building antenna systems. Maintenance shall cover ?reasonable wear and tear? which constitutes the normal day to day usage consisting of switches, buttons and components wear of all units covered under this contract. Offerors must submit a brief description of relevant experience duties and responsibilities. Vendor must accept direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercail Items (Jan 2005): each offeror shall include a completed copy of the provision at FAR clause52.212-3, Offeror Representation and Certifications Commercial Items (Mar 2005) with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses 52.222-3 Convict Labor (June 2003), 52-222-36 Affirmative Action for Workers with Disabilities(June 1998), 52,232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration (May 1999), 52.232-36 Payment by Third party May 1999), and 52.233-3 Protest After Award (Aug 1996).
