Description
The General Services Administration (GSA) is proposing a Comprehensive Renovation Project at the Federal Building, 300 North Los Angeles Street, Los Angeles, California. This project is a seismic and life safety renovation to this 8-story building constructed in 1965. The facility to be renovated is located in the Civic Center in downtown Los Angeles. The building was built in 1965 and is fully occupied. The building contains approximately 1,200,000 GSF on eight levels above grade, two levels below grade (including one parking level), and a penthouse on the upper deck. There is no street side parking. Work to be performed will include new structural column splices and diaphragm, replacement of original ceiling and lighting systems, stair pressurization, and hazardous material control, including asbestos and lead-based paint. Construction will be completed while the building remains fully occupied and open to the public. The GSA will control all tenant communication during the project. 3D/4D technology has been used to map out the sequence of operations throughout the building, to facilitate the General Contractors continuous work operation. This information will be made available to the contractors. The GSA will be responsible for move coordination, which will be awarded under a separate contract. The estimated cost is from $30,000,000 to $55,000,000. Estimated completion time is 3-1/2 years. The building will remain fully occupied throughout construction. Each individual of the Contractor, subcontractors, and vendors who will be in the building at any time in connection with this work will be required to obtain Government security clearance and an identification badge. The contractor shall be required to demonstrate a certain level of expertise and capability. The Contractor will be selected using Source Selection Procedures. This solicitation is being made under FAR Part 15.3. Offerors will be required to prepare fully developed Technical and Price proposals. The contract will be a Fixed-Price Award. The Government will not allow any stipend for preparation of proposals. This solicitation incorporates documents, which are not available electronically. Offerors can be a partnership, corporation, association, and/or other legal entity that will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before the award of the contract, the selected firm shall be required to present an acceptable Small Business Subcontracting Plan in accordance with the initiatives of the Federal Government. The Request for Proposal (RFP) Package will be issued on or about July 7, 2005. Closing date and time for submission of Technical and Price proposals is on or about August 12, 2005 (Local San Francisco Time). A Pre-Proposal Conference is scheduled on or about July 13, 2005 at the project site.
