Description
SCOPE OF REQUIREMENT: The Office of the Comptroller of the Currency, a bureau of the U.S. Department of the Treasury has a requirement for a contractor to provide and administer a Flexible Spending Account (FSA) for active Office of the Comptroller of the Currency employees. The OCC is a non-appropriated federal financial regulatory bureau of the Department of the Treasury with approximately 3000 permanent employees in 100 cities nationwide and in London, England. The OCC, since July 1, 1991 has offered its employees a Flexible Benefits Plan (FlexFund) in accordance with the provisions of Sections 125, 105 and 129 of the Internal Revenue Code. The OCC?s current FlexFund program includes a Dependent Care FSA (DCA), a Health Care FSA (HCA) and a Transportation Management FSA (TMA). The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities to perform this requirement. The associated NAICS code for this requirement is 541618 and the business size is 6.0 million dollars. HOW TO ACQUIRE A COPY OF THE SOLICITATION: The OCC anticipates issuing the solicitation on or about May 31, 2005 at www.fedbizopps.gov. The solicitation will contain the details of the required services, instructions for submitting a quote, and how the quotes will be evaluated. This will be a full and open competition requirement. It will be awarded as a firm-fixed rate, commercial item, performance-based IDIQ contract with one base year and four option year periods. It will also contain 3 award-term periods that could extend the contract term to 8 years. This requirement will be procured using simplified acquisition procedures and FAR Subpart 13.5-Test Program for Certain Commercial Items. All responsible sources may submit a quote, per the instructions in the solicitation, which shall be considered by the OCC. OCC anticipates awarding a contract by August 31, 2005.
