- U.S. Army Space and Missile Command/ Army Strategic Command (SMDC/ARSTRAT) intends to issue a contract to Glowlink Communications Technology, Incorporated, Los Altos, CA through solicitation no. W91260-04-T-0004 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a)? Sole Source Acquisitions? Glowlink Communications Technology, Incorporated will be providing this command with Glowlink Monitoring Station and Satellite Spectrum Monitoring System, hardware, software, maintenance and support requir ed by 1st Space Battalion in support of Operation Iraqi Freedom (OIF). The required system, hardware, software and maintenance support consists of 1) Standard Glowlink Model 1000 Satellite Spectrum Monitoring System supplied with the Following features: 1) Signal Under Carrier Feature 2EA 2) Transponder Operating Point Feature2EA 3) Narrow resolution bandwidths2EA (to 12 Hz resolution) 4) Redundant, hot swappable power supply2EA 5) Removable hard drive 6) 1-Lot Glowlink Model 1000 Software Maintenance and Support Plan for 24-month period2EA 7) 1-Lot Glowlink Model 1000 Hardware Mai ntenance Plan for 24-month period 2EA. Glowlink MS100 Monitoring Station: 1) 1-Lot Glowlink MS100 Software Maintenance and Support Plan for 24-month period 2) 1-Lot Glowlink MS100 Hardware Maintenance Plan for 24-month period 3) PC/Windows Requirements for Model 1000 Client and Database a.) Windows 2000 Server or Windows Server 2003 Operating System b). Microsoft? SQL Server Standard Edition and Microsoft? Office installed c). Pentium-based processor, 166 MHz or greater d). 512 MByte or greater memory e) 40 GByte or greater hard drive. Required delivery date is 30 days after date of contract award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with addit ional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03 dated 11 Apr 2005. The proposed contract action is for system, hardware, so ftware, maintenance and support. For which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink Communi cations Technology, Incorporated holds the license and modification rights to Standard Glowlink Model 1000 Satellite Spectrum Monitoring System ands Glowlink MS100 Monitoring Station and is the only known source for subject maintenance and support. A justi fication for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
