- The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to negotiate a follow-on SOLE SOURCE procurement with Avaya Inc. Government Solutions. The contractor will provide services, materials, facilities, an d equipment to continue implementation of a call accounting system as well as perform data collection and analysis, switch maintenance for the trunking and database systems. Due to prior participation, established agreements, and to ensure the compatibil ity and consistency of approach and the maintenance of present system, the current contractor is the only acceptable source to continue to serve as a partner with the Government for this requirement. The existing partnership has resulted in a working rela tionship with established agreements that would have to be redeveloped, incurring unnecessary loss of time and expense to the Government. Competitive bidding would result in significant, project delays, would require duplication of cost to the government , and would not result in cost savings. This is a SOLE SOURCE procurement under the authority of FAR 6.302-1 and is not a request for competitive quotes. However, statements of capability to fulfill this requirement received from other responsible busine sses prior to close of business on 27 May 05 will be evaluated.
