Description
This Federal Business Opportunity Announcement is notice that TRICARE Region 6, 7 & 8 which includes 46 Military Medical Treatment Facilities (MTFs) in the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Louisiana, Missouri, Oklahoma, Nebraska, Nevada, New Mexico, North Dakota, Utah and Wyoming are initiating a standardization review for the product line of HOSPITAL BEDS. The intent of this standardization is to establish regionally preferred sources for hospital supply items and to standardize purchasing of these products for the MTFs. Additional TRICARE Regions may elect to join after the award. Clinical Product Teams (CPT) will evaluate this product line. CPTs are composed of Physicians, Nurses, Medical Technicians, Infection Control Offi cers, Bio-Medical Engineers, and other clinicians who have expertise and knowledge of the products. They will review and technically evaluate the products submitted. TRICARE Region 6, 7 & 8 deems the CPT members to be medical experts. Therefore, they ar e qualified to determine which products are acceptable. Their recommendation can be accomplished by literature review or presentation demonstration. Companies interested in having their products evaluated for possible inclusion in the standardization pro cess should carefully review the stated requirements below. GENERAL REQUIREMENTS for this product line include but are not limited to the following: 1. Are bed frames fully electric, including head elevation, foot elevation 2. Are brake and steer ped als located on all four corners? 3. In braked mode, will all four casters lock to prevent the caster from rolling or turning sideways? 4. Are bed electronics protected from electro-static discharge without use of a drag chain 5. Is there a battery backup system? 6. Are beds equipped with an electric Trendelenburg and Reverse Trendelenburg positioning system? 7. Are beds designed to accept side rail communications including nurse call, entertainment controls (radio/TV/volume) and lighting controls 8. Are head and footboards a seamless one-piece design? 9. Are attendant control panels mounted on footboards? 10. Is there at least a 10-year warranty for the frame? 11. Are the motors maintenance free and concealed? 12. Is there a 110 volt-3 pronged grounded plug? 13. Are side rails within FDA Guidelines? 14. Are hand controls fluid proof and shock resistant? 15. Are there patient helpers (IV pole holders, etc.)? 16. Are bed frames compatible with existing mattress dimensions such as Maxi Float and Avant Guard 17. Is your company able to service all MTFs in the states identified above with consultant support, educational programs and utilization reports? 18. Can your company provide volume discounts and support a return goods policy 19. Can your company provide and assist in a plan of implementation, including a conversion chart to show competitors like items? 20. Can your company provide literature on the clinical competence of your products? 21. Can your company produce quarte rly utilization data reports to support the Tri-Service Regional Business Office (TRBO)? Does your company currently have an Existing Federal Supply Schedule (FSS) contract for each product and/or a Decentralized Blanket Purchase Agreement (DBPA)? If you r company currently holds an FSS, an ECAT contract, and/or a DBPA for the Medical-Surgical product line for HOSPITAL BEDS, your company is eligible to participate in this standardization action. After you have notified the POC of your intent to participa te, the POC will advise you about forwarding your product literature on all items available from your company that meet the product descriptions above. However, suppliers may be required to provide clinical samples at no cost to the government. Please re spond to Ms. Sarah Allen no later than June 7, 2005 if interested in participating in this standardization effort. Those companies that do not reply by this date may be eliminated from consideration. The TRBO may request sales data to facilitate a conversion plan. This information will be treated as proprietary and not releasable. Companies must also provide their FSS contract, ECAT and /or DBPA number for their product(s).
