- This office proposes to issue a Sole Source Request for Proposal for a Fixed Price Construction Contract to Hawkins Construction Company, 2516 Deer Park Blvd, Omaha, NE 68105, for the installation of a pedestrial bridge for the Antelope Creek Flood C ontrol Project, Lincoln, NE. The contractor, Hawkins Construction Company has exclusive access and control rights for all construction areas adjacent to Antelope Creek. These exclusive construction easement areas were granted to the contractor by the Cit y of Lincoln, the University of Nebraska-Lincoln, and the Lower Platte South Natural Resource District with the award of the Big T Roadway construction contract. Erection of the pedestrial bridge and east abutment for the east bank is severely constrained by a University of Nebraska-Lincoln Devany Center asphalt parking lot. The use of Hawkins Construction Company will reduce risks and costs associated with both projects as a result of conflicts including damage to other work, site safety responsibilities , and logistics for concurrent construction within an area that is designated an an exclusive right to the contractor.
