Description
This solicitation is issued as a Request for Information (RFI) only. Any response to this RFI is strictly at your discretion and will be treated as information only. It shall not be used as a proposal. You will not be entitled to any reimbursement f or costs associated with responding. All inputs will be handled with strict confidentiality. The United States Army Corps of Engineers (USACE), acting on behalf of the Air Force Real Property Agency (AFRPA), intends to award up to three Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts for environmental remediation projects at the former Gr iffiss Air Force Base (AFB) in Rome, NY. This solicitation is expected to be published in late June 2005 with target date for contractor selection in late September or early October 2005. At this point in time, USACE expects this solicitation to be issued as a full and open competition solicitation under NAICS Code 562910 and in accordance with the BRAC requirements found in DFARS 226.7102. USACE expects to publish the Pre-Solicitation Notification within the next 30 days. One of the projects that is being contemplated for award under the IDIQ is remediation for site closure of five contaminated groundwater sites known as the On Base Groundwater Area of Concern (AOC) of the former AFB: Apron 2, Landfill 6, Weapons Storage Ar ea (WSA), WSA Landfill, and Building 775/Pumphouse 3. Note that some of these sites may include property no longer owned or controlled by the government (e.g. Building 775/Pumphouse 3); however, deed restrictions allow access for the purpose of conducting environmental remediation activities. At this point in time, plans for reuse of the sites include industrial/commercial property, airfield support activities or open space. The government's preference is to award performance based, fixed price task order(s) for the closure of the AOC. The period of performance for any task order will not exceed 5 years and any task order period of performance cannot extend more than 1 year be yond the 10-year ordering period in accordance with DFARS 217.204, revision dated 15 December 2004. Pursuant to Section 105 of CERCLA, Griffiss AFB was included on the National Priorities List (NPL) on July 15, 1987. The United States Air Force, the United States Environmental Protection Agency (USEPA) Region II, and the New York State Department of Env ironmental Conservation (NYSDEC) entered into a Federal Facility Agreement (FFA) effective August 21, 1990, under Section 120 of CERCLA. Additional background information about the sites and status of the sites included in the Groundwater AOC can be obtain ed for your review as follows: 1. Download the files from http://www.griffiss.com/usace-pbc/ 2. Request the files on CDs or a DVD by emailing USACE POC. 3. Request an appointment to review this information in hard copy on site at the former Griffiss AFB by emailing the USACE POC. (Note that the pending partial delisting from the NPL does not affect any of the sites associated with the Groundwater AOC.) You are invited to provide information on technologies which should be considered to achieve site closure, an estimate of how long the technology or technologies would take and a rough order of magnitude of the costs associated with the suggested technolog ies to achieve site closure. Although current documentation associated with the AOC sites (i.e. Feasibility Studies) describes certain technologies that have been considered by the government up to this point, the final remedies have not been selected. In addition, you are invited to provide ideas and comments on any of the following as they relate to the proposed action: * Achievable performance objectives/metrics at 5 years from the initiation of a contract * Achievable performance objectives/metrics at 10 years from the initiation of a contract * Approximate length of time to acquire signed Record(s) of Decision (RODs) * Incentives * Payment Mileston es * Alternative clean up levels or strategies to obtain site closure based on site conditions * Performance Guarantee (i.e. insurance) * Methods of limiting the government's liability against regulatory re-openers, undiscovered contamination and third party liability * The government's role in overseeing the project and ensuring compliance with contractor's achievement of the objectives/metrics of a performance based contract * The contractor's role in interfacing with USACE, AFRPA, NYSDEC, and USEPA regarding regulatory requirements * Other contractual mechanisms which should be considered by the government * Use of Davis Bacon or Service labor rates with regard to the suggested technologies * Critical information that the government should provide in developing a statement of objectives Submit your response to the USACE POC via email or regular mail NLT June 17, 2005.
