Description
The Minnesota National Guard has an immediate requirement for a Satellite Multi-Modal Collaborative Crisis Network (SMM-CCN), consulting and equipment services for an expert solutions provider in IP-based voice, video, and data communications integra tion and interoperability, both secure and non-secure. The Satellite Multi-Modal Collaborative Crisis Network (SMM-CCN) is a major initiative designed to change how the Minnesota National Guard communicates by using a tactical satellite network to integra te voice, video, data, GIS (Geographic Information Systems) and application collaboration throughout the state and in support of deployed troops. The Minnesota National Guard is transforming its communication systems to provide its commanders and soldiers an overwhelming advantage throughout the electronic spectrum for use in homeland defense and on the battlefield. Therefore, the Minnesota National Guard is seeking to identify, design, recommend and build communications equipment and communication operati onal methodologies that will enhance the capability of the Guards emergency communications, interoperability within the Guard, as well as to its extended partners during emergency operations. Requirement is for a multi-phased approach and continuation is dependant upon subsequent year approvals and funding. Award will be made to the offeror whose proposal is most advantageous to the government. This is an unrestricted acquisition, not set-aside for any specific group. All firms may apply, and submissio ns from small business and small disadvantaged business are encouraged. Solicitation will be available on-or-about 8 June 2005 and proposals will be due on-or-about 8 July 2005. Potential site visit and/or pre-proposal conference information will be publ ished on the Electronic Bid Site with the solicitation at a later date.
