Description
The 347 Contracting Squadron/MSCA is seeking sources to enter into a Blanket Purchase Agreement (BPA) to provide Timber Stand Improvement and Fireline Maintenance. Attached Statement of Work will describe work to be completed. Payment will be made via the VISA Government Purchase Card (GPC). STATEMENT OF WORK FOR TIMBER STAND IMPROVEMENT AND FIRELINE MAINTENANCE PART 1 GENERAL 1.1. Project Scheduling: The contractor will coordinate work schedule with Base Contracting and the Base Forester. Timber stand improvement activities are based on a seasonal schedule throughout the fiscal year. Each of the services will not extend beyond a normal 5-day work week unless circumstances such as mechanical problems or personnel emergencies should arise. 1.2. Project Scope: Work consists of furnishing all labor, maintenance equipment/tools, materials/supplies and protective equipment required to perform the following actions on timberlands located on main base and Grand Bay Range. a. Apply herbicide treatment in 65 acres of young pine plantations and mature natural stands to control invasion from hardwood competition and other encroaching plants that threaten or compete with the desired southern pine species. - Herbicide application will occur on 3 different units between April 15th and May 15th using Velpar L at a rate 6 ? 8 quarts with 25 gallons of water per acre. b. Perform maintenance on 10 miles of firebreaks throughout main base and Grand Bay Range; to include the removal of fallen trees and other debris, mowing all vegetation and trim overhanging limbs. - Six miles of firebreaks will occur at Grand Bay Range during the month of October. Four miles of firebreaks will be constructed in the same time period on main base. All firebreaks are to be a minimum of 10? wide with all vegetation removed down to bare soil. c. Restoration of 60 acres of young pine plantations and mature pine forests by roller-chopping mid-story hardwoods and shrubs to eliminate competing vegetation. - All roller-chopping shall be completed between may 15 and June 30th using a 7 foot minimum width roller-drum. One pass is required for chopping young hardwoods, shrubs and all other under-brush while leaving all pine trees down to minimum of 3 inches dbh. d. Perform reforestation activities on 10 acres of clear-cut timber land sites, to include site preparation, purchase of seedlings and planting operations. - The planting of 7,500 pine seedlings will occur between December 15th and February 15th on sites at Grand Bay Range and main base. e. Rake and push 10 clear-cut acres of limbs and debris into large slash piles, free of dirt, in preparation for burning. - The estimated number of piles is 30, and the maximum size for each pile is 15 feet in diameter and 8 feet in height. Work to be done September through October. f. Perform road maintenance and/or minor road reconstruction activities on 1.5 miles of logging roads that may have been damaged or severely rutted due to recent logging operations or other activities performed by the Environmental Flight. - Approximately one mile of road will require12 loads (10 cubic yds/ld) of dirt and a road grader to ditch and blade road to a 5% grade from centerline. Ditches are to be cleaned out and cut to a minimum depth of 2 feet and a width of 3 feet. Approximately 90% of the road maintenance will occur in April and May. g. Perform emergency services that may need immediate attention such as clean-up from storms and high winds, administrative decisions involving landscaping activities and possible assistance in wildfire suppression. PART 2 ? PROJECT DETAILS All the above work will be accomplished in a timely manner and in a quality that meets with Air Force standards. An Environmental Flight employee will monitor all work operations on a periodic basis and will report to the Flight Chief, or his representative, the status and progress of the job being performed. PART 3 ? SPECIAL INSTRUCTIONS 1. The contractor, Contracting Officer (or representative), and the 347 CES Environmental Flight representative shall jointly perform an inspection of the work site prior to work commencement. Exact location and specific duties shall be verified during this inspection. 2. After completion of each work operation, the base Forester who will serve as the Environmental Flight Representative, will inspect the contractor?s performance to assure all job duties were accomplished to his satisfaction.
