Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR TRUSTED PROCESSOR HARDWARE FOR EXPERIMENTAL AND TEST PURPOSES. The DoD Software Protection Initiative (SPI) is chartered to identify and evaluate software technologies that provide protection against piracy, reverse engineering and tampering of DoD critical application level code. The SPI program relies heavily upon the development of secure and user-friendly trusted processor hardware. The contractor shall work in conjunction with the Software Protection Center (SPC) to deliver up to eight trusted processor prototypes used for Secure Launcher and Application Runtime Transactor (ART). The prototype hardware will be delivered for test and evaluation. The Air Force Research Laboratory (AFRL/SNT) intends to award a contract on the basis of less than full-and-open competition in accordance with the authority at 10 U.S.C. 2373 to Analytic Designs, Incorporated, Columbus, OH, a small business. Vendors capable of providing the requirements stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis to AFRL/SNT, Anti-Tamper Software Protection Initiative (AT-SPI) Contracting Office, ATTN: Ms Linda Zantal, Bldg 620, 2241 Avionics Circle, WPAFB, OH 45433-7320. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered.
