Description
The USDA, Agricultural Marketing Service (AMS), Cotton Program (CP) intends to procure 19,775 Round Wire Bale Ties, 10? Gauge, 10?3?; and 2,900 Round Wire Bale Ties 10 Gauge, 10?. A pre-production prototype Wire Tie (s) is to be submitted to USDA, AMS, Cotton Program with your quote no later than Friday, May 27, 2005. Quotes must be based on delivery of above quantities by July 1, 2005. This procurement will be awarded as a Firm Fixed Price Contract, FOB Destination. All items shall meet the specifications and standards for Wire Bale Ties as stated in the Specifications for Cotton Bale Packaging Materials, dated May 11, 2004, published by the Joint Cotton Industry Bale Packaging Committee (JCIBPC) and available through the National Cotton Councils? web site www.cotton.org and clicking on Science and Technical. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. The solicitation number and a statement that the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGAR) can be accessed on the internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar/html. The associated NAICS code for this effect is 332999 and small business size standard is Not to Exceed 500 employees. This requirement consists of the purchase and delivery of 22,675 Round Wire Ties (as described above) delivered to 12 USDA offices listed in Specifications. Each pre-production prototype Wire Tie will be tested and must be approved before quote can be accepted. All quotes and prototypes must be received by the closing date of the solicitation and will be considered best and final. The provision at 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2005). The provision at 52.212-2, Evaluation ? Commercial Items (Jan 1999) applies to this solicitation. Offerors must include a complete copy of 52.212-3 (Jan 2005) with the quote. The Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (Oct 2003) applies to this solicitation. A competitive award will be made to the responsible firm with the lowest priced technically acceptable quote.
