- The purpose of Amendment 5 is to correct an error in clause L.8 INSTRUCTIONS FOR THE PREPARATION OF TECHNICAL AND COST PROPOSALS (EPPAR 1552.215-73) (AUG 1993), shown in Amendment 4. This clause has been revised to state that the Readiness Plan, Communications Plan, and the Transportation Plan are NOT included in the 100 page count.
