- MODIFICATION: This synopsis is a modification of the original synopsis published on 6 April 2005. Solicitation no W912JB-05-R-2000 is changed to W912JB-05-B-2000. Battle Creek Air National Guard, Battle Creek Michigan plans to altar and construct a n addition to the existing fire crash/rescue station. The contractor will be responsible for all plant, labor materials, supervision and equipment required for a complete and usable facility. The work includes construction of a new, approximately 16,200 square foot addition to include administration space, vehicle bay, material storage areas, and maintenance areas. The project also included the alteration of approximately 6,000 square foot vehicle storage bays to include new lighting and a new roof. Proj ect includes demolition of existing administrative areas that will make way for new vehicle storage bays. Construct will be phased. Construction magnitude is between $1,000,000 and $5,000,000 dollars. Construction will continue through the winter months. The contract will be solicited under sealed bidding procedures specified in the solicitation in accordance with Part 14 of the Federal Acquisition Regulation in lieu of source selection procedures specified in the original synopsis. The award will be made to the responsive responsible bidder that offers the government the most advantageous bid considering only price. Solicitation is unrestricted in accordance with the Competitiveness Demonstration Program All responsible firms may submit an bid as stated in the original synopsis. However, small businesses, veteran owned service disabled business, HubZone Small Business, small disadvantaged business are encouraged to participate. The HubZone preference IAW Far 19.1307 is applicable. The North American In dustry Classification system (NAICS) Code is 2336220 and the size standard for small business is an average of $28.5 million annual receipts for the past 3 years. The solicitation will be issued via the web only. The tentative date for issuing the solici tation is on or about May 20, 2005. The solicitation will contain the date and time of the pre-bid conference. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation for clearan ce to the facility. The bid opening date will be 30 days after issuance of the solicitation. The actual dates and times will be identified in the solicitation. Interested bidders must be registered in the DOD Central Contractor Registration (CCR) databa se. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in the to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS web s ite www.selfridgecontracting.com. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on line at https:// www.fedteds.gov/. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential bidders, plans rooms and printing companies are required to register in the Central Co ntractors Registration (CCR) AND the Federal Technical Data Solution (FedTeDs) in order to view or download the plans or drawings from the web site. Access to the FedTeDs site may be delayed if registration on the CCR site is not updated and complete prio r to registering on the FedTeDs site (for access to plans and specs).
