- The National Heart, Lung and Blood Institute (NHLBI) intends to negotiate on a noncompetitive basis with Capital Technology Information Systems, Inc. (CTIS) One Research Court, Suite 200, Rockville, MD 20850. The anticipated award to CTIS will provide maintenance and ancillary software development for the Heart Institute?s Clinical Data System (CDS). The critical components of the award include design and development enhancements to the CDS, system documentation, software testing and training, comprehensive project planning and management in addition to performing miscellaneous tasks in support of total system functionality. It is imperative that the knowledge base established during the system?s development with CTIS be maintained. The advancement and implementation of the system modules are nearly complete. As a part of the current contract, Core Technology licenses for their proprietary Clinical Oncology Information System and Case Report Form Designer were procured. These systems were designed and developed by CTIS. The implementation of additional functionality under the current award has been greatly enhanced by the use of these platforms. The combined knowledge of the systems used as well as the staff expertise in clinical trials processes and regulations have resulted in a very efficient and effective monitoring of the evolution of this new system. Acceptance and usage by intramural physicians, researchers and staff is just beginning. As NIH personnel are learning to use and depend on the CDS for day to day activities, it is critical that disruptions are minimal. A change in the contractor and the associated learning curve for a new contractor poses the unacceptable risk that new users will abandon the CDS after early, unsatisfactory usage attempts. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
