Description
The U.S. Department of Education's (ED) Office of the Chief Information Office (OCIO) requires continuous access to educational programming from both public and private cable television channels. These cable television channels provide a number of items of interest to ED, including time-sensitive information pertinent to ED's mission; mission-related programs, policy, and strategy issues supported by the executive and program staffs; access to specialized educational programming; and direct satellite linkage for viewing the monthly "Satellite Town Meetings" conducted by the Secretary of ED, as well as other education-related video teleconferences distributed by satellite. ED has been providing cable television capability to its headquarters buildings since April 1992. As a result of this positive experience, demand for this service has grown throughout ED. More recently, there has been a need for a private departmental local origination channel to permit the viewing of video teleconferences, meetings, and videotaped programming throughout ED. The purposes of this acquisition are: 1) to acquire the continuation of cable television services similar to those currently being provided at 400 Maryland Avenue, SW, and the other ED buildings in Washington, DC (WDC) and the National Capital Region (NCR); and 2) to enhance the services to include a local origination capability available on a private cable channel. This acquisition is for a one-year base period and four option years. Cable services shall be provided to various Department buildings in the Washington, D.C. area, including: Federal Office Building 6 (FB6), located at 400 Maryland Avenue, SW. The current ED locations to receive cable television services include: FB6, Regional Office Building 3 (ROB3), located at 700 D Street, SW; Union Center Plaza (UCP), located at 830 First Street, NE; Potomac Center Plaza (PCP), located at 550 12th Street, SW; Capitol Place (CP), located at 555 New Jersey Avenue; and the Office of Postsecondary Education (OPE) building at 1990 K Street, NW. It is recognized that some channels may not be available at some of the locations due to technical constraints. Anticipated release date of the RFQ is 6/6/2005. Anticipated response date is 7/5/2005. Award will be made to the proposal that is determined to represent the lowest cost while technically acceptable.
