Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring & Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Droplet Measurement Technologies, Inc. of Boulder, CO for a Cloud Condensation Nuclei (CCN) counter. Knowledge of the influence of particles on climate requires measurements of the properties of those particles that nucleate cloud droplets, which are called cloud condensation nuclei (CCN). CMDL will measure CCN concentrations at selected ground stations. The CCN counter performance specifications required are as follows: 1) continuous flow; 2) single-supersaturation operation, adjustable in the range of 0.1 to 1.0%; 3) computer control of temperature and flowrates; 4) automatic wetting of sample chamber; 5) RS-232C serial connection for interfacing with the data acquisition system; and 6) 1-second data update. Based on market research, it is the government?s belief that no other known source is available that can offer a commercial CCN counter that meets all the required specifications. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (under $100K). This notice is for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
