Description
Deep Creek Drainage, Road Stabilization & Decommissioning. The Olympic National Forest, Washington, has a requirement for: decommissioning of 17.4 kilometers of road; stabilization of 5.4 kilometers of road, including but not limited to aggregate placement, riprap placement, dewatering, culvert removals, culvert replacements, crossditch construction, sidecast removal, clearing and grubbing, outsloping roadways, trail construction, and erosion control. The Government is prepared to proceed with the issuance of a solicitation, Request for Proposal (RFP), restricted to HUBZone small business concerns. If an acceptable offer is not received from a certified HUBZone small business concern, offers from non-HUBZone small business concerns will be considered. Non-HUBZone small business concerns may submit offers on, or before, July 01, 2005. Offers will be evaluated on; price; experience; and past performance. Each contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the Government. This solicitation has a base quantity and one option. This project is located on the Pacific Ranger District of the Olympic National Forest, Sections 18 - 22 Township 30 North, Range 09 West, W.M., and Sections 13 ? 15, Township 30 North, Range 10 West, W.M., near Port Angeles, Washington. Project may be reached by traveling 17 miles west from Port Angeles, on U.S. Hwy. 112, to Forest Road 3040. Turn left onto FS Road 3040 and travel 7.3 miles to the junction with Forest Road 3068, which is the starting point for the project. The estimated start work date is September 01, 2005. The construction season is: from March 1st to August 6th, with no time restriction; from August 7th to September 15th from 2 hours after sunrise to 2 hours before sunset; from September 16th to October 15th there are no time restrictions; and from October 16th and February 28th if weather allows. The in-stream work window is from July 15th to September 30th. The contract performance time is 365 days. The Government estimate is between $250,000 and $500,000. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to this project. The proposed contract type is firm fixed-price. The applicable NAICS is 237310; Highway, Street, & Bridge Construction. The tentative date for release of the solicitation is on, or about, May 31, 2005. Offers are due on July 01, 2005. All responsible sources may submit an offer, which shall be considered by the agency. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
