Description
SPAWARSYSCEN Charleston intends to award a contract that supports the National Science Foundation (NSF) United States Antarctic Program (USAP) Telecommunications Service. These services include providing the communications satellite space segment, teleport services for the non-Antarctic circuit termination, non-Antarctic terrestrial communications backhaul circuit, engineering services, telecommunications network operations monitoring, equipment maintenance, trouble isolation, resolution, and repair services. The contractor shall provide: (a) Satellite space segment, initially a 3.0 Mbps Mb/s circuit with options to increase to a maximum of 10 Mb/s; (b) Non-Antarctic Teleport service that will support the satellite up-down link and backhaul circuit to the NSF/USAP prime contractor facility at Centennial, Colorado (CF/C); (c) Provision of a terrestrial backhaul circuit between the teleport and NSF/USAP CF/C. Backhaul data rates will meet the satellite space segment data rates; (d) Sustaining engineering services for network operations monitoring, testing, and circuit management; (e) Systems engineering design and implementation services for new service and feature implementation; (f) Optional provision of a redundant backhaul circuit that mirrors the capability and bandwidth of the primary backhaul; and (g) Optional provision of service at the existing service level of 1.544 Mbps with a ramp-up to the base service of 3.0 Mbps. The contract will be a Firm Fixed Price type contract. The contract will be issued for a base year with four one-year option periods. This procurement will be conducted under full-and-open competition on an unrestricted basis. The applicable NAICS code is 334220 with a size standard of 750 employees. The Government has posted a draft Statement of Work related to this planned procurement on SPAWAR's Business Opportunities Home Page under the SPAWAR Systems Center Charleston Future Opportunities Section at the web page address link noted below. All comments concerning the draft document are to be provided in writing to the attention of Don Bickford, Code 0216DB, fax (843) 218-5947 or via e-mail at don.bickford@navy.mil. The anticipated award date of the subject solicitation is scheduled for 19 OCT 2005. The solicitation and any documents related to this procurement will be available over the Internet on or about 23 MAY 2005 at the following SPAWARSYSCEN Charleston WEBSITE address: https://e-commerce.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and frequently monitor for amendments (if any) and/or updates to any and all related documents.
