- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport has a requirement for a Civilian Employee Assistance Program to provide counseling and referral services to it employees. A one-year firm fixed price contract with four one-year options is anticipated. This procurement is Unrestricted. The Applicable NAICS Code is 621999. The contractor shall maintain a fully qualified staff and shall provide, to eligible employees and their immediate family members, a full range of counseling to include but not limited to stress management, substance abuse, and parent-child issues. A minimum of twelve (12) full-time counselors will be required. The contractor shall maintain a local office within commuting distance by surface transportation of NUWC Division Newport. Technical proposals are required. Award will be made on the basis of ?Best Value? to the Government with evaluation factors including: Management/Technical Approach, Past Performance, Personnel and price.
