Description
Womack Army Medical Center Contracting Office intends to competitively award a commercial Personal Services Contract, firm-fixed price contract for an Orthopedic Senior General Medical Officer (GMO) (Post Graduate Year (PGY-4 or PGY-5 Level) for Woma ck Army Medical Center, Fort Bragg, NC. This solicitation is unrestricted. NAICS Code: NAICS Code: 611310. Womack Army Medical Center has a valid continuing requirement for an Orthopedic General Medical Officer (PGY-4 or PGY-5 Level); estimated number of hours per year is 1840 hours. The contract will be awarded for a base and four (4) option years. Estimated start date is 1 July 2005. QUALIFICATIONS. All contract Health Care Professionals shall be able to read, write, and speak English well enoug h to effectively communicate with patients, other Health Care Providers and employees of the MTF. All Contract Health Care Providers shall be required to meet Continuing Medical Education (CME) requirements. The Contractor shall ensure contract HCPs hav e received Occupational Safety and Health Administration (OSHA) required training for the position in which they will perform, and that training is maintained current. Documentation of such training shall be provided upon contract Award. Current certific ation in Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) is required. The contract surgeon shall be responsible for obtaining and maintaining the necessary recertification. While providing services under this contract the contra ct surgeon shall maintain a current state medical license in at least one state in the United States. The contractor surgeon is required to comply with any applicable state laws concerning their profession. Each HCP shall: Be board eligible or board certi fied in the specialty of general surgery or have experience and references that support clinical competency. Board certification is not required if sufficient experience is demonstrated. Have current experience in the past year (3 months or more in the la st 12 months). Certification/Recertification: It is a condition of this contract that all certification required elsewhere in this statement of work remains current during the life of the contract. No alien shall be employed who does not have a valid U .S. Immigration Form 1-151, Alien Registration Card. The Contractor shall not employ any alien in the performance of work under this contract in violation of the Immigration Laws of the United States. The contractor shall require such documented evidence of his/her employees and take such other action as is reasonably necessary to insure compliance with this provision. The contract physician shall be capable of performing the full range of orthopedic surgery services in our outpatient setting and will be capable of providing surgical services under the supervision of military surgeons assigned to the Medical Treatment Facility (MTF). Listed below are medical procedures the contractor may encounter during performance of this contract. Contract physicians performing services under this contract shall have sufficient experience to be able to diagnose and treat diseases and injuries to include, but not limit to, the following and provide non-operative orthopedic treatment: Fractures and dislocations, Osteoa rthritis, Soft-tissue sports injuries, Spinal disorders, and Pediatric orthopedics. HOURS OF PERFORMANCE: 0730-1600 Monday through Friday, On-call emergency diagnostic and treatment services shall be provided by the contracted provider as per the Orthop edic call roster and after normal duty hours these emergency services shall be accessed through the Womack Army Medical Center Emergency Room, subsequent to initial screening by the Department of Emergency Medicine physicians. In addition to price offers a nd past performance, offerors will be requested to provide information in a separate document titled Technical Qualifications to establish offerors professional qualifications and capability to provide and retain the required services. Addendum to FAR 52.212-1, Instructions for Offerors will provide submission details, date for receipt of offers and evaluation basis.
