- The Allegheny National Forest intends to award an A-E Design contract for the complete design of a new office building for the Bradford Ranger District that will be LEED certified - silver. The project will include but not be limited to the design of the building, landscaping, utility hookups, site work, and storm drainage within the designated site area. Architectural - Engineering firms which meet the requirements described in this announcement are invited to submit Parts I and II of Standard Form 330, Architect-Engineer Qualifications to the procurement office. Extraneous material other than the Standard Form 330 will not be evaluated. Firms responding to this announcement before the closing date will be considered for selection. In evaluating proposals, the following criteria will be applied, with 1 and 2 being of equal and higher importance. Items 3 and 4 are of relatively equal importance but of lesser importance than the first two of criteria. Item 5 is of significantly lesser importance than the other criteria. (1) Specialized experience and technical competence in the type of work required. (2) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, business and customer relations and compliance with performance schedules. (3) Proximity of the firm to the project area. Indicate in block 10 of the Standard Form where your nearest office is in relation to the government office, located in Warren, Pennsylvania. Offices within an extremely close proximity of the project area or have staff with special knowledge of the area will be given preference. (4) Professional qualifications necessary for satisfactory performance of required services. (5) Capacity of the firm to provide the required services in the required time. Following the initial evaluation of the qualification and performance data submitted, discussions may occur with three or more firms considered to be the most highly qualified to provide the services. Price negotiations will begin with the most preferred firm in the final selection. If a mutually agreeable contract can be reached, then award will be made. If not, then negotiations with that firm will be terminated and the next most preferred firm would be contacted for negotiations. Please submit three copies of the SF330 toUSDA Forest service, 222 Liberty Street, warren, PA 16365. ATTN: JOHN MCHENRY and include solicitation No NEAT-05- on outside of the package. To be considered all material must be received by close of business June 13, 2005.
