- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Defense Information Systems Agency (DISA) is issuing a solicitation for the purchase of Parasoft SOAPtest software in support of the DISN/GBS integration based on its extensive feature set, ability to perform detailed performance analyses, programmable virtual user behaviors, customizable load scenarios, and error investigation, many of which do not exist in alternative products. The product list is as follows: 1) SOAPtest Enterprise Edition ? Windows Node Lock License w/100 VUs, Quantity ? 1, P/N SOAP-ENT-WN-NL; 2) 1 Year Maintenance SOAPtest Enterprise Edition ? Windows Node Lock, Quantity ? 1, P/N SOAPM-ENT-WN-NL; 3) SOAPtest 100 Virtual Users, Quantity ? 1, P/N SOAP-VUS-100; 4) 1 Year Maintenance SOAPtest 100 Virtual Users, Quantity ? 1, P/N SOAPM-VUS-100; and 5) Streaming Education ? Introduction to SOAPtest, Quantity ? 1, P/N PRO-SE-SOAP. Solicitation HC1047-05-T-4027 is being issued as a Request for Quotation (RFQ), which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. This acquisition is reserved for small businesses. The NAICS code for this acquisition is 511210. The small business size standard is $21 million. The following provisions in their latest editions apply to the solicitation: FAR 52.211-6, Brand Name or Equal; FAR 52.212-1, Instructions to Offerors ? Commercial Items; 52.212-3, Offeror Representations and Certifications ? Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. All quotes will be evaluated on price, delivery and technical requirements. Please submit with your quote a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The Government will award a single purchase order to the responsible offeror whose offer conforms to the requirements as stated in this synopsis and is most advantageous to the Government based on the lowest price. The FAR clauses referenced above may be viewed at http://farsite.hill.af.mil. Contractors submitting quotes must be enrolled in the Central Contractor Registration (CCR) program (http://www.ccr.gov/). Quotes must be submitted by fax or email no later than 2PM EST, 20 May 2005.
