- Description
- This is a Sources Sought/Draft Statement of Work (SOW) to seek potential sources for an anticipated FHWA requirement. This is not an RFP. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources that have the technical capabilities to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to complete all materials test and other requirements of the contract. The Contractor shall perform the test in accordance to the testing protocols provided as attachment to the SOW. The scope of this contract includes storage of material samples, preparation of samples for testing, testing of samples, QC of operations, QC of data in accordance with LTPP directives. The potential sources shall identify technical uncertainties, questions, comments and recommend any changes as it relates to this draft Statement of Work. All potential sources shall identify their technical capabilities. The technical capability information shall be no more than 10 pages. There is no page limit to the SOW’s comments. FHWA anticipates that the resulting contract will be an indefinite-delivery-indefinite-quantity contract. The estimated period of performance is 5 years. The NAICS code for this source sought/draft SOW is 541380, Testing Laboratory. Any interested firms should submit SOW comments and technical capabilities in writing to Federal Highway Administration, Office of Acquisition Management (HAAM) (Attn: Mr. Andre Sheppard, HAAM 20-B), Room 4410, 400 7th Street, SW, Washington DC 20590 within 30 days from date of posting.
