- PROJECT INFORMATION: Solicitation No. W9128F 05 R 0014 On or about 31 May 2005, this office will issue Request for Proposals for the design and construction of Upgrade Storm Water Drainage at F.E. Warren AFB, Wyoming. Proposals will be received on o r about 15 July 2005. This solicitation is restricted to Service-Disabled Veterans-Owned Small Business concerns only. A site visit and pre-proposal conference will be held at FE Warren AFB on 15 June 2005 from 9:00 a.m. to 1:00 p.m. The conference will be gin at 9:00 a.m. Prospective offerors should meet at the Gate 2 parking lot area at that time. Gate 2 is located off Exit 10 of I-25, heading west on Missile Drive after exiting I-25. No private or commercial vehicles will be issued Base vehicle passes f or this site visit. A bus will be at the parking lot area to escort them to the Theater on Base, where the presentation will be held. After the presentation, the bus will take the prospective offerors on a tour of the site. The remainder of the time wil l be used to address questions regarding the project/site. The bus will again be available to transport offerors off-Base to the Gate 2 parking lot. E. Warren AFB, WY 82005, Telephone: 307-773-3006 or FAX: 307-638-2412, at least 5 days before the date of the pre-proposal conference/site inspec tion. DO NOT submit requests for plans and specifications to the site visit personnel listed above. The work will include the following: Approx. quantities; The intent of this project is to design and construct improvements to the storm drainage system at F.E. Warren AFB, in order to reduce the peak discharges passing through the developed areas of the base and into the storm drain system of Cheyenne, Wyoming. The design and construction of this project includes the following, actual area where work is t o be done is approximately 350 acres north of Crow Creek. Work shall include but is not limited to: Clearing & grubbing; seeding and mulching; excavation; removal and replacement of asphalt paving; concrete paving; installation of concrete discharge stru ctures; installation of reinforced concrete piping; installation of box culverts; placement of riprap; removal and replacement of concrete curb and gutters; relocation of gas piping. Proposal Evaluation: Award of this project will be based on the best valu e approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. All technical factors excluding price when combined, are approximately equal to price. The technic al evaluations factors include: Design Experience; Design Personnel; Past Performance (Design); Construction Experience; Past Performance, Construction; Construction Personnel; Project Management Plan; Schedule. Price will be subjectively evaluated. The e stimated design and construction cost of this project is between $10,000,000 and $15,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and c omplete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents inclu ding the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limit ed to one per firm. Plans and Specifications will not be provided in a printed hard copy format. Representations and certifications are required to updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. If any of the information changes during the advertisement period, you must make changes through the Omaha District web address.
