Description

The Primary Point of Contact for this project is Barbara J. Zimmer, (817) 886-1052. Project Title: Whole Neighborhood Replacement 05, White Sands Missile Range, New Mexico. Design/Construction of 164 Housing Units, (143 Junior Non- Commissioned Officer (JNCO), and 5 Field Grade Officer). Construction will consist of variously configured one-story buildings, that are conventionally on-site built houses on clear sites. Demolition will consist of 38 existing housing units, including asbestos and lead-based paint abatement. Each new unit will have an individ ual heating and air conditioning unit, passive solar energy conservation features if cost effective, bulk storage, and all equipment and appliances for functional living units. Support facilities include all required underground utility services with individual meters for each unit, telephone and cable TV, roads, driveways, sidewalks, street lighting and desert landscaping, and rock wall privacy screens. Estimated value is on the low end of the Defense Federal Acquisition Regulation Supplement stated range of between $25,000,000 and $100,000,000. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use ONLY the Internet as notification of any changes to this solicitation. It is therefore th e contractors responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Interne t address: http://ebs.swf.usace.army.mil. All offerors are encouraged to visit the Armys Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities. This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are Business-firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District FY05 goals are for specified percentages of the contractors total planned subcontract amount to be placed with the following: Small Business, 73.5%; Women-Owned Small Business, 11.0%; Small Disadvantaged Business, 10.6%; Service-Disabled Veteran Owned 3.0%); and HUB Zone Small Business 3.2%. The North American Industrial Classification System (NAICS) Code applicable to this project is 236115, Single-family Housing Construction that corresponds to SIC Code 1521. The Small Business Size Standard is $28.5 Million. Solicitation to be issued on or about 28 Sep 2004. Proposals due on or about 12 November 2004. Duration of the project is approximately 600 calendar days.
