Description
[AMENDED] The purpose of this amendment is to elaborate more on the different phases of the Composite Training. The Contractor shall provide training to repair the composite material associated with the MH-60, MH-47 and MH-6 Aircrafts. Courses must not be longer than five days. The contractor shall be a member of the Training Task Group of the Commercial Aircraft Composite Repair Committee (CACRC), and/or the society for the Advancement of Material and Process Engineering (SAMPE). The contractor shall provide proof of their membership(s) when submitting their quote/offer. The instructors shall have at least 10 years of experience working with aviation composite training. Contractor shall provide adequate training facilities and all required/necessary/needed supplies to students for training. Phase 1 Composite Training must be an entry-level course. The training will consist of basic repair techniques and ?wet? lay-up repair materials and processes using fiberglass, carbon fiber unidirectional tape, honeycomb, and foam core materials. Classroom training will consist of at least 80% hands-on training using damaged parts. Phase 2 Composite Training (prerequisite Phase 1) The course will include performing and inspecting difficult and realistic repairs. Classroom training will consist of at least 90% hands-on training relating to determining extent of damage, evaluating the ply orientation and lay-up of an unknown structure, and the removal of internal contamination such as water or fuel. Discussions on best repair methods make up approximately 10% of classroom time. In addition, training will also include preparation of both composite and aluminum surfaces for bonding and programming hot-bonders. Phase 3 Composite Training (prerequisites Phase 1 & 2) This course will address damage assessment and repair situations commensurate with a team lead or supervisory position. It will include experimentation with all aspects of composite structural repairs, processing and fabrication of repair tooling. Classroom training will consist of at least 80% hands-on training dealing with multi-step, complex repair processes on actual damaged parts. Training will include repairing damage to contoured surfaces using both secondary bonded patches or restoring critical aerodynamic surface part using custom made caulplate. Training will also address methods for removal, replacement and repair of fasteners and potted details. In depth training will be offered using hot-bonders with heat blankets, heat lamps, hot-air machines and other heating devices. Classroom discussion will include alternate approaches to tooling, limitations of different process equipment, on-going experimentation with thermocouple placement and different heat-source equipment. Type of contract anticipated is Firm Fixed Price (FFP). The intended source is Abaris Training Resources, Inc. Authority and Justification is 10 U.S.C. 234(c )(1). FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a quotation/proposal which shall be considered by the agency. The solicitation will be available via EDI in the Federal Business Opportunities Systems Manual (FEDBIZOPPS). Inspection/Acceptance: Origin.
