Description
This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Defense Security Cooperation Agency (DSCA) is seeking potential sources, large and small businesses capable of maintaining the existing production environment by keeping existing hardware/software applications and licenses current and operational; update and refresh the infrastructure quarterly; ensure continuous access to and development of various performance base costing reports, analytic findings, and briefings, to support talents as required to assist the DSCA in performance based costing information system (PBCIS) sustainment and performance based management (PBM) of DOD security cooperation programs. This support provides a consolidated hosting architecture for maximum performance; system and security patches, infrastructure to be managed; database administration and backup services include but not limit to, installation of patches, database upgrades, capacity and space management, database security, instance creation, backups and refreshes, shutdown and startup. The procurement and maintenance of software and associated licensing necessary to support PBCIS and PBM support include: Cognos PowerPlay, Cognos ReportNet, Cognos Enterprise Planner, Cognos Gateway for IWR/EP/ReportNet, Cognos Series 7 (Version 2), Microsoft Windows, Excel, ACCESS, Microsoft SQL Server Enterprise Edition, Internet Information Server Suite (version 5.0 and 6.0), Transaction Server Suite, Workbrain (version 4, SP4), BEA Weblogic (version 7.0, SP2), Norton Antivirus, Persits ASPUpload, Persits ASPEncrypt, Periodic Activity Survey System (PASS), Activity Tracking Online Management System, Online Labor and Non-Labor Resource Data Collection Application, Online PBCIS Driver Information Application. All valid e-mail responses from prospective sources must provide the return e-mail address, company name, mailing address, telephone number, and point of contact within the body of their response. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) Is your business small business [Small Disadvantaged, Women-Owned, Service Disabled Veteran Owned, etc]? 2) Provide a list of customers (Government/non-Government) within the past 5 years highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/address/and phone numbers and a brief description of the work performed. 3) Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted below that includes, but not limited to: a) Activity Based Costing/Management (ABC/M) principles and techniques, performance management principles and techniques, project management; ABC/M software and other related data management and reporting tools; DOD and DSCA security requirements; DoD Security Cooperation organizations and operations, to include Foreign Military Sales (FMS) terminology; Monitor training and travel budget data using Defense Travel System (DTS); 4) Other pertinent information: E-mail responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONIC REQUEST FOR SOLICITATIONS AND OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than May 20, 2005, 10:00 A.M. EST. Your response is limited to 10 pages. NO SOLICITATION EXISTS AT THIS TIME. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as a result of the notice or pay for any information received.
