Description
NASA/GSFC has a requirement under Request for Quotation # NNG05112847Q for Micro-Well Detectors to be issued on a sole source basis. NASA/GSFC intends to purchase the items from Mikro Systems, Inc. under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The Government requires the following: 1.) Fabricate micro-well detectors with 200-400 um pitch in sizes up to 30 cm x 30 cm, or larger. 2.)Fabrication with low-out gassing epoxies suitable for use in a gas detectors. 3.) Laminate thin (~20 m ) metal (Cu, Cu/Ni, etc.) electrodes on top and bottom surface of micro-wells. Mikro systems has developed proprietary casting techniques for low-cost fabrication of large area devices with small 3-D features. Mikro Systems, Inc. has worked to develop a technology for fabrication of micro-well detectors for neutron imaging. Small area prototype detectors have already been developed. The micro-well detectors will consist of 2-dimensional arrays of round micro-wells having a diameter of 200 microns, depth of 200 microns, and pitch spacing of 400 microns. The wells will be made using MSI?s molding and casting process from a suitable dielectric material, and will have photo-chemically-etched copper cathode and anode layers bonded to the top and bottom surfaces of the cast micro-wells, per engineering drawings to be provided by NASA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. E.S.T on May 27, 2005 by COB. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
