Description
The FERC intends to acquire services on a sole source basis from Felix Yokel, Bethesda, MD. Mr. Yokel will conduct both pre-certificate and post-certificate seismic hazard evaluation and seismic design reviews of various jurisdictional liquefied natural gas (LNG) facilities for the Federal Energy Regulatory Commission (FERC), Office of Energy Projects. Such reviews are necessary to determine the overall adequacy of the proposed seismic design philosophy and input values, tank and foundation engineering with respect to earthquake loads, hydrostatic test on LNG storage tanks, hazard detection and control systems, and LNG spill containment. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. The period of performance will begin approximately July 1, 2005 through September 30, 2005, with two one-year option periods. The resultant contract will be fixed price. It is estimated that three inspections will take place per year. Interested persons may forward their interest and capability to the referenced address within 15 days after the date of publication of this Notice. Capability forwarded will include and demonstrate that the interested firm has retained a lead engineer who has the background requirements of 15 years of recent earthquake engineering services on at least 5 LNG facilities. Interested firms must be thoroughly familiar with U.S. Department of Transportation?s Seismic Design Requirements for LNG Facilities. Please forward interest and capability to Charlotte Handley at charlotte.handley@ferc.gov. This notice of intent is not a request for competitive proposals. However, all proposals received by the response date will be considered by the FERC. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the FERC. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
