- Description in English The Inter-American Foundation (IAF), through the Department of Treasury, Bureau of Public Debt, intends to issue indefinite-delivery, indefinite-quantity contracts in Panama and Honduras, providing for time-and-materials and fixed-price orders to obtain local liaison advisory services. The Local Advisor (LA) must have a full time physical presence in Panama/Honduras. The LA shall perform any of the following tasks in accordance with a work plan approved by the Foundation Representative (FR): Grant Administration and Reporting; Technical Assistance; Communication and Information Dissemination; Leadership and Capacity Building; and Outreach and Networking. Other activities include attending aid and donor meetings, assisting IAF personnel visiting Panama/Honduras and providing monthly reports to the Contracting Officer's Technical Representative (COTR). The contractor must possess a Bachelor's degree; Master's preferred, in an appropriate field such as social science, business management, urban/regional planning, or public administration and be able to communicate orally and in writing in Spanish. The contractor must have access to a computer and the Internet and be proficient in, and have substantial experience using a standard office software suite such as Microsoft Word and Excel. The contract will be for a base period of one year and four, one-year option periods. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. If the Internet option is not available to you, you may receive a hard copy of the solicitation and any amendments (via U.S. Mail) by faxing your request to (304) 480-7203 or e-mailing your request to robert.durant@bpd.treas.gov. ---------- Descripcion en Espa?ol La Fundacion Interamericana (IAF, por su sigla en ingles) tiene la intencion de emitir, a traves de la oficina de mediante la Oficina de Deuda Publica del Departamento del Tesoro, un contrato de entrega y cantidad ilimitadas en Panama y Honduras, con disposiciones sobre tiempo y materiales y pedidos de precio fijo, para obtener aquellos servicios profesionales. La residencia principal y primaria del Asesor Local (AL) debera ser en Panama/Honduras. El Al desempenara las tareas siguientes de conformidad con un plan de trabajo elaborado con el FR y aprobado por ?ste: Administracion de donaciones e informes; Asistencia Tecnica; Comunicacion y divulgacion de informaci?n; Direcion y Creacion de capacidad. Otras actividades del AL incluyen: atender reuniones de as?stanse y donantes ayudar al personal de que este visite la IAF en Panama/Honduras presentar informes mensuales al Representante Tecnico del Oficial de Contrataciones (por su siglas en ingles COTR). El contratista ha de poseer un Licenciatura, preferentemente Maestria, en un campo apropiado tal como ciencias sociales, administracion de empresas, planificaci?n urbana/regional, y administracion publica, y debe de expresarse con fluidez en lenguaje espanol. El contratista debera tener acceso durante el horario laboral a una computadora y al Internet y debera de ser competente y tener amplia experiencia considerable en el uso de programas corrientes de oficina tales como Microsoft Word y Excel. El contrato tendra una duracion de un a?o con cuatro opciones de extensi?n de un a?o cada una.
