- This is a combined synopsis/solicitation for noncommercial item prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. Solicitation number N00167-05-Q-5041 applies and is issued as a request for quotation (RFQ). This announcement constitutes the only solicitation and proposals are being requested. A written solicitation will not be issued. The small business set-aside has been dissolved. The proposed contract is being solicited on a sole-source basis to GEO-Centers, Pittsburgh, PA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements.The requirement is for one set of Adapters, Open System Architecture Membrane Canisters that must be compatible with existing equipment. A prototype machine for treating oily waste is currently installed on USS IWO-JIMA (LHD-7) and will remain indefinitely. This machine uses membranes in canisters that have to be replaced periodically. The membrane canisters which are now obsolete were originally manufactured by GEO-Centers. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21 as well as DCN 20040113. The North American Industry Classification System (NAICS) Code is 541330 with an applicable size standard of $4 million annual receipts. The requirement is as follows: CLIN 0001 - QTY 1EA ? MEMBRANE ADAPTERS INCLUDING ALL FITTINGS NECESSARY TO ADAPT THE 50-GPM MEMMBRANE SYSTEM TO OPEN SYSTEM ARCHITECTURE MEMBRANES. Delivery is F.O.B. Destination, 30 days ARO. Final inspection will be at NSWCCD 9500 MacArthur Blvd; West Bethesda, MD 20817. Selection for award will be based on price and technical acceptability. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
