Description
This source selection procurement consists of one solicitation with the intent to award one Indefinite Delivery Indefinite Quantity, IDIQ, Job Order Contract, JOC. Under the JOC, a contractor will provide for all labor, materials, equipment and other incidental work required to perform simultaneous low complexity, minor construction, repair and alteration at various installations and facilities in Guam. Projects are to be accomplished without the use of traditional designs and specifications and will utilize the R.S. Means to select the pre-priced items required to perform the work. The solicitation will provide for the contractor to submit a schedule of coefficients that will be applied toward the price of the items. The location for the JOC Projects is within the island of Guam. JOC task order minimum is $10,000 and maximum is $400,000. This procurement is an IDIQ with a base year and four option periods. The performance-period requirements will be 365 days calendar days from date of award for the base year and option periods. The JOC contract minimum amount is $25,000 applicable to the base year only. The maximum amount is $4,000,000 for the base year and each option period for a total of $20,000,000. Award will be made to the responsible offeror whose proposal conforming to the RFP, will be most advantageous to the Government, price and non-price factors considered. Price is considered approximately equal to technical factors which are (1) Pricing, (2) Past Performance (2a) Past Performance of the Firm and (2b) Past Performance and Capability of the Management Team. Contract award will be made to the offeror representing the best value to the Government from a price and technical standpoint. Offerors can view or download the solicitation package at the website address: http/esol.navfac.navy.mil on or about May 27, 2005. The due date for receipt of proposals is June 27, 2005. This procurement is limited to 8(a) firms certified for participation in the 8(a) Program who are serviced by the U.S. Small Business Administration (SBA), Hawaii District Office 300 Ala Moana Boulevard, Ste. 2-235, Honolulu, Hawaii 96850. Firms that are not serviced by the Hawaii District Office, but who have verifiable office and employees located within the geographic area serviced by the Hawaii District Office at the time of this FedBizOpps announcement, are also eligible to submit offerors. All other firms are deemed ineligible to receive award. The North American Industry Classification (NAICS) Code is 236220. There is no requirement that 8(a) firms have NAICS Code 236220 approved by the SBA for use in their business plans.
