Description
1. The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Requirements (SCR) Division, Patuxent River, St. Inigoes, MD has a requirement for 12 TC-150MAmplifiers and 2 Bias T in support of the United States Special Operations Command (USSOCOM) Joint Base Station (JBS) Variant (V2) D Naval Special Warfare (NSW), Air Force Special Operations Command (AFSOC), and United States Army special Operations Command (USASOC) Supplemental Build Projects. Pursuant to FAR 6.302-1(ii), the Government intends to procure these items sole source thru Talla-Com Industries. Talla-Com is the sole manufacturer and distributor of the TC-150M amplifier and B-20D Bias T. Only Talla-Com?s TC-150M amplifiers were found to meet all of the JBS technical and logistical requirements for use with the JBS System; particularly in regards to functioning as a lightweight, robust and versatile multi-band amplifier to include 30 to 512MHz frequency coverage, selectable output power, 150W DAMA/SATCOM compliance, operator selectable, Joint Test Interoperability Command (JTIC) certification, and an RF interface that supports multiple wave forms. The Talla-Com Bias T is also able to meet all of the JBS requirements. The Bias T will be used in conjunction with the Talla-Com TC-150M amplifier, which will allow the amplifier to be placed near the antenna without a separate DC cable harness. If an alternative vendor is selected for this requirement, the Government will incur significant, unrecoverable costs due to nonrecurring engineering efforts. The required delivery date for this effort is anticipated to be 02 March 2006 to NAWCAD, Webster Field, St. Ingoes, MD 20684.
