- Upper Newport Bay Ecosystem Restoration Project, Orange County, California. The NAICS Code is 237990, Dredging, General Construction Contractors, $17M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this project is over $10,000,000.00. Project consists of approximately 400 thousand cubic meters of dredging over 8km of upper bay area access channels to 3.4 m MLLW and sediment basins to 5.26 m MLLW with disposal at LA-3. And approximately 200 thousand cu bic meters of dredging/excavation of shallow restoration channels and wetland restoration areas, with in-bay disposal for island construction and some near-shore and offshore disposal. Minor amount of geotextile filter and abc. Optional work consists of a dditional dredging of sediment basins to 5.26 m MLLW, approximately 170 to 530 thousand cubic meters with disposal at LA-3, and one wetland restoration with disposal near-shore. The Government intends to issue this solicitation through the use of the Internet. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government d etermines that it is necessary. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after Solicitation issuance at the following Internet address: http://ebs.spl.usace.army.mil. All bidders are required to check the Los Angeles District Contracting Division website daily to be notified of any changes to this solicitation. All contractor s are encouraged to visit the Armys Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities across the Army. Bidders must be registered with the Central Contractor Registration (CCR), in order to re ceive a Government Contract award. To register, the CCR Internet address is: https://www.ccr.dlsc.dla.mil/ccr/scripts/ccradd.asp. Any prospective bidder interested in bidding on this solicitation must register to be placed on the plan holders list. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall register themselves on the Internet. Each bidder, after registering for this solicitation shoul d verify his or her name appears on the Plan holders List for this project. Plans and Specs will be available on or about 10 June 2005. This is an UNRESTRICTED procurement; all responsible sources may submit an offer. The Los Angeles District subcontract ing goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 50.9% with Small Business, 8.8% with Small Disadvantaged Business, 7.2% with Women Owned Small Business, 2.9% with HUBZone Small Business, 0 .5% with Service-Disabled Veteran-Owned Small Business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with t he provisions of Public Law 95-507.
