Description
This request is for Market Survey information only and is not indicative of any future Army requirement. Information may be furnished by mail, FAX, CD or email to the POC below. Interested parties should address the following information: 1. Concept for Systems Integration and Management support, base operations, supply etc. and a ROM. 2. Concept for conducting COSIS at each site and a ROM. 3. Concept for conducting DS and GS maintenance at each site and a ROM. 4. Concept for ensuring the Contingency ten day handoff capability and a ROM. This requirement is in support of the APS-VC and requires a SYSTEMS INTEGRATION AND MANAGEMENT approach to maintaining Readiness for the warfighters in the CENTCOM and PACOM Areas of Responsibility. The mission encompasses base operations, supply, logisti cs, maintenance, Readiness sustainment, reporting, and handoff of stocks to warfighter units. Performance consists of Direct Support (DS) and General Support (GS) maintenance and Care of Supplies in Storage (COSIS) for watercraft located at two Army prepo sition sites; Kuwait Navel Base, Kuwait, and Yokohama North Dock, Yokohama, Japan. Tasks for each site includes maintaining Readiness of 10 Utility Landing Craft, 2 Large Tugs, 4 Small Tugs, 5 Side Loadable Warping Tugs, 1 Warping Tug (Modular), 9 Landing Craft Mechanized (7ea Mod 1, 2 ea Mod 2), 1 Barge Derrick, 1 Liquid Cargo Barge, 2 Roll-On/Roll-Off Discharge Facilities (RRDF), 1 Floating Causeway (FC), 1 Causeway Ferry (CF) (includes Powered Section), and approximately 100 Containers of ancillary equipment for watercraft & causeway support. The RRDF, FC, and CF consist of 150 config ured ISOPAKS. Surveillance and maintenance of all vessels includes dry stored vessels and land cradles, wet stored vessels and moorings and ancillary equipment. All containers will require surveillance, repair and recertification. An annual inventory an d reconciliation of all Government Property must be conducted. COSIS task includes preservation of all onboard systems as defined in applicable technical manuals. This will also entail determination of requirements, installation/removal, monitoring and repair of dehumidification systems. Once preservation status is established it must be sustained. On an annual basis approximately one third of the watercraft will require preparation for movement for depot level maintenance and re-preservation upon return. Corrosion control will include, but is not limited to surfac e preparation and repainting to TB 43-0144. Coating systems include antifouling, epoxy, and organic zinc. Also required are periodic inspections of watercraft and ancillary equipment, limited exercise of onboard equipment, and minor repairs. Quality Ass urance and records will be in accordance with ISO 9000-2000 or equivalent system. All work must be performed by personnel with verifiable marine knowledge, skills, and ability. DS and GS maintenance tasks will be conducted in accordance with applicable Army Regulations, Technical Manuals, American Bureau of Shipping Requirements, and Coast Guard requirements. Typical work will include, but is not limited to repair and rebuild of main propulsion units, diesel generators, marine machinery support systems, electronic and pneumatic control systems, radar, navigational and communication equipment. All work will be performed by personnel with verifiable marine maintenance knowledge, s kills and ability. An essential mission requirement is the capability to conduct contingency activation and handoff of fully mission capable vessels and support equipment within ten days of notification.
