- The U.S. Army TACOM-Picatinny at Picatinny Arsenal, NJ has a requirement for the procurement of the M30 Tank Main Gun Simulator and the M31A1 Direct- Indirect Fire Cue Simulator with Stars in accordance with Performance Specification PRF13010446. TACOM-Picatinny intends to satisfy this requirement through a competitve Request for Proposals with award made on a best value basis. It is anticipated that the Government will issue a firm fixed price contract including a base year and four one year options. Design Verification Testing (DVT), First Article Testing (FAT) and Lot Acceptance Testing samples will be required. The quantity range for the Base Year is 1,000,000 ??? 2,000,000 for the M30 and 45,000 ??? 150,000 for the M31A1. Quantity ranges for the option years, if and when exercised, are as follows: Option year 1: 225,000 ??? 1,000,000 for the M30 and 80,000 ??? 200,000 for the M31A1, Option year 2: 225,000 ??? 1,000,000 for the M30 and 275,000 ??? 800,000 for the M31A1, Option year 3: 225,000 ??? 1,000,000 for the M30 and 275,000 ??? 800,000 for the M31A1 and Option year 4: 225,000 ??? 1,000,000 for the M30 and 250,000 ??? 750,000 for the M31A1. The Government will supply the Main Gun Simulator Launcher and Direct/Indirect Fire Cue Launcher as GFM. Offerors will be required to propose with the Government supplying this GFM. The Design Verification Test (DVT) and final report will be completed 150 days after contract award. The First Article Test (FAT) and final report will be completed 90 calendar days after DVT. First delivery of the production quantity will be 30 Days after FAT. Final delivery will be within 6 months after contract award if the awarded production quantity is less than 50,000 and within 12 months after contract award if the awarded production quantity is 50,000 or more. If and when the options are exercised, the contractor has 3 months to begin delivery, with the same delivery schedule requirements as for the base year.
