- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to issue a Sole Source Award under the authority of FAR 13.501 to Blauer Tactical Systems, Inc., for protective combative training suits. The suits must be designed for dynamic simulation training and other advanced force-on-force exercises, be lightweight, allow for full contact combative training with limited restriction on mobility, and be engineered to dissipate impact while still transmitting force to the wearer. The anticipated award date is 2 June 2005. This solicitation serves as the Request for Quotation. Provisions at FAR 52.212-1, Instructions to OfferorsCommercial Items and FAR 52.212-4, Contract Terms and Conditions-Commercial Items apply to this acquisi tion. Best Value to the Government will be used to evaluate offers. This includes, but is not limited to, the best price when considering the merits of all offers. Offers need to include a completed copy of the provisions at 52.212-3, Offeror Representatio n and Certification-Commercial Items and descriptive literature of items being quoted with their offer. Offers must also be registered in the Central Contractor Registration and should include their DUNS number, Cage Code and Federal Tax ID number on their quote. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items, applies to this acquisition. Offers are due by 10:00 A.M. MST on 1 June 2005. A determination by the Government not to compete this proposed Purchase Order based upon responses to this notice is so lely within the discretion of the Government.
