Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Dugway Proving Ground, Directorate of Contracting is contemplating a sole source procurement with CMS Field Products, 2148 Pelham Parkway, AL 35124-1192 for the purchase and delivery of near-real-time, continuous air monitoring systems for the West Desert Test Center located at U.S. Army, Dugway Proving Ground, Utah installation. Pursuant to 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible source and no other type of supplies, services, and/or equipment will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requirements. If no responses are received, the Government will proceed with sole source negotiations with CMS Field Products. This combined synopsis and solicitation for the following commercial items: (1) 6 EA Series 3001 Field MINICAMS (FM-3001FPD) including a GC module with a flame ionization detector (FIO-100), a dual electrometer board (DDB100M), a flame-photomet ric detector, a single channel electrometer, a sample pump, compressed-gas regulators, a controller (with connectors for serial and parallel communications, and a disk drive), cables, a manua, a small stock of expendable supplies, and two days of training for two personnel (up to a maximum of six) all trained simultaneously at the manufacturers facility (for sulfur- and phosphorus-containing compounds); and (2) mass flow controller, 2 lpm, air (LMFC-002-M). This solicitation is issued as a request for quo te (RFQ). Submit written offers (oral offers will not be accepted), on RFQ W911S6-05-T-0033. All firms or individuals responding must be registered with the Central Contractor Registration (CCR).
