Description
DESCRIPTION OF SERVICES: The contractor shall provide medical transcription services of dictated material for the Spokane, WA VA Medical Center (hereafter referred to as VA, VAMC, or the government) seven days a week, 24 hours a day, within prescribed turn-around-times. Contractor will transcribe reports utilizing headers and footers and appropriate formats. Transcribed documents shall be transcribed/uploaded by the contractor directly to each individual's electronic patient record upon completion of transcription, or by using transmission and batch protocols provided by VA. Contractor transcription staff shall be a Certified Medical Transcriptionist, or have three (3) years' experience in transcription of all specialty areas of medical terminology, including the ability to transcribe History and Physicals, Operative Reports, Consultation Reports and Discharge Summaries. Contractor transciriptionist for transcribing radiology shall have three (3) year of prior experience transcribing radiology reports. Prior VA transcription experience is desired. Prior VA transcription experience in the Computerized Patient Record System (CPRS) environment is preferred. The VA reserves the right to review the resumes of transcriptionists typing VA work. ** Please note faxed or electronically submitted offers will not be accepted.** ** Moving this work outside the United States Borders (Off-Shore) is prohibited.** METHOD OF AWARD: In recognizing the VA?s commitment to the small service disabled veterans owned, HUBZone and small business community this solicitation will be cascaded as described below to ensure that service disabled veteran owned and HUBZone businesses are given every opportunity to participate under this procurement. A) SERVICE DISABLED VETERAN OWNED SET-ASIDE PARTICIPATION: Award of the solicitation will be made on a competitive basis in whole or in part, to responsible service disabled veteran owned small business concerns that provide the best value in accordance with the solicitation requirements, provided that a minimum of two (2) competitive offers are received and offers are otherwise determined responsive and responsible and eligible to receive an award. If a minimum of two eligible, responsive and responsible service disabled veteran owned business are not received, and/or if the offers are found otherwise ineligible for award, the solicitation, in whole or in part, will be awarded under paragraph B. B) HUBZONE SET-ASIDE PARTICIPATION: Award of the solicitation will be made on a competitive basis in whole or in part, to responsible HUBZone small business concerns that provide the best value in accordance with the solicitation requirements, provided that a minimum of two (2) competitive offers are received and offers are otherwise determined responsive and responsible and eligible to receive an award. If a minimum of two eligible, responsive and responsible HUBZone owned businesses are not received, and/or if the offers are found otherwise ineligible for award, the solicitation, in whole or in part, will be awarded under paragraph C. C) 100% SMALL BUSINESS SET-ASIDE PARTICIPATION: If the requirements of Paragraphs A and B cannot be met for all or part of the solicitation, award will be made on a competitive basis in whole or in part, to responsible small business concerns that provide the best value in accordance with the solicitation requirements, provided that a minimum of two (2) competitive offers are received and offers are otherwise determined responsive, responsible and eligible to receive an award. If a minimum of two eligible, responsive and responsible small business are not received, and/or if the offers are found otherwise ineligible for award, the solicitation, in whole or in part, the solicitation will be cancelled and a new solicitation issued under full and open competition NAICS Code 561410/$6.0 million applies.
