Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS), is conducting a market survey to seek potential sources from qualified 8(a) organizations under North American Industry Classification (NAICS) Code 541618 ($6 million) which will have the capability to do the following: Assess and measure the progress pharmaceutical portfolio awards over the past three years have made in supporting AHRQ?s strategic goals of improving the safety, quality, effectiveness and efficiency of health care, portfolio performance goals identified via the OMB PART process as well as wider DHHS goals; Assess and measure the impact AHRQ?s research in pharmaceutical therapeutics has had specifically on both federal and state health care policy making within the context of relevant AHRQ performance goals; Assess and measure the adequacy of portfolio award progress reporting; Using network analysis methodologies assess and measure CERTs (Centers for Education and Research on Therapeutics) partnership effectiveness and efficiency as related to relevant AHRQ performance goals; and, Using appreciative inquiry methods identify future research and education activities. To conduct this evaluation, AHRQ seeks a contractor who: Has experience in evaluating pharmaceutical outcomes research and general health service delivery research; Has an understanding of research that has examined the use of pharmaceuticals, biologics and medical devices; Has the expertise required to understand the clinical, policy, reimbursement implications of research in the pharmaceutical field; Has knowledge of using patient outcomes to evaluate program effectiveness; Has methodological expertise both in evaluation, particularly in descriptive evaluation methodology, in network analysis methodology, in appreciative inquiry, and in research dissemination and implementation to perform the required evaluation analysis; More specifically, has expertise in qualitative methodologies and in conducting interviews, particularly using semi-structured, open-ended question sets. Interviewees will include sophisticated users of administrative data, many of whom will have advanced degrees thus, the interviewers shall have comparable educational levels and understanding of the subject matter; Is capable of conducting content analysis and distilling information collected during interviews and from documents; Is capable of presenting the results of the project in the form of a full technical report, an executive summary of the findings, and presentation to a professional health service research audience; Has knowledge of AHRQ reporting requirements to OMB in relation to the Government Performance Results Act/GPRA; and, Has full understanding and experience with the confidentiality and use of health service delivery research in this subject field, especially as it related to OMB Paper Work Reduction Act requirements. Interested 8(a) organizations should submit their capability statement (no more than 10 pages in length), to Sharon Williams, Contracting Officer, Agency for Healthcare Research and Quality, 540 Gaither Road, Rockville, MD 20850, no later than 12 noon, EST on May 26, 2005. Capability statements shall be tailored to this request and identify the sources capability to complete this requirement. Capability statements should be provided in an original with two (2) copies. Electronic statements will not be accepted. Generic/off the shelf capability statements will not be considered.
