Description

The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to the University of Central Florida, Orlando, FL, under the authority of FAR 13.106(b), Simplified Acquisition Procedures. The object of this requirement is to 1) develop, design and layout of custom Electrostatic Discharge (ESD) protection solutions for 0.5 and 0.25 um standard CMOS technology using low voltage trigger silicon controlled rectifier (LVTSCR); 2) design a roadmap for technology migration from 1.5 um to CMOS 0.5- and 0.25-um technologies; and 3) identify post-process ESD sources in gas sensor SoC. Configure and perform measurements to evaluate the performance of 0.5um ESD protection structures including HBM and TLP measurements. The results of market research have led NIST to believe that the University of Florida is the only source that can provide the required services. The anticipated award date of this order is on or about five (5) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested parties that have the expertise to perform these services may identify their specific capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.
