Description
For MLRA 081A, Texas. Provide all necessary services and equipment for supervision, labor, parts, repair, fuel, transportation, and any other supplies or services necessary to perform all work required for reviewing existing range site descriptions and then developing new ecological site descriptions (ESD). CONTRACT: The solicitation will have the applicable range site descriptions for MLRA 081A. Attachment 1 will be the Major Land Resource Area (MLRA) Map for the State of Texas. Attachment 2 will be the Precipitation Effectiveness (P-E) Map for the State of Texas. Attachment 3 will be the list of all the ecological sites created for the MLRA 081A. Attachment 4 will be an example ESD. The contractor shall deliver to the State Range Management Specialist a draft version of the state and transition (S&T) model plus the narratives for the first ESD prior to developing additional ESD products. A letter indicating deficiencies or acceptance of work will be sent to the contractor. The contractor will correct any deficiencies. Each additional S&T model will require State RMS approval. Each completed ESD product will require review and acceptance prior to payment being authorized. EDUCATIONAL REQUIREMENTS: The contractor must have at a minimum: 1. A Bachelors Degree in Rangeland Ecology or a closely associated field. 2. A minimum of 10 years of work experience in a rangeland ecology related field in Texas, five of which have been in MLRA 081. 3. A working knowledge of ecology, the range site concepts, and a thorough understanding of the ecological site dynamics concepts and protocols for development of ecological sites in Texas. 4. Technical experience in working with local landowners addressing resource management concerns for MLRA 081. 5. An ability to work effectively with people. Ability to work with word, power point, excel programs, and electronic media. This will be a Request for Quotes (RFQ) acquisition for a firm fixed-price contract. This project is a Total Small Business Set-aside. Prior to contract award the contractor must be registered in Central Contractor Registration (CCR). The NAICS Code is 541990. This project is restricted to Small Business. Registration in TechReg (TSP) is not required, but highly encouraged. Solicitation will be posted and be available to download on or about May 23, 2005. Price range is less than $25,000. Project is to be completed by December 15, 2005. Effective October 1, 2003, all contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS. The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government.
