Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # AG-0345-S-05-9001 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This is a total small business set-aside and the small business size standard is 1,000 employees. The North American Industry Classification code is 336211. A quotation is requested to provide: Item 1, Two (2) each Slip-on Fire Engines for Type IV 25.5 Wildland Fire trucks at the Aerial Fire Depot in Missoula, Montana. Requirements for the fire truck engines are as follows: CONTROLLING FACTORS: (a) Water Capacity 650 gallons, (b) Foam Capacity 10 gallons, (c) Truck Bed Size 103? L x 53? W x 22? H, (d) Truck GVWR 25.5K 2005 International 4300 SBA 4 X 2, (e) 10% Download on GVWR, (f) 1,000 lbs. Fire Complements Minimum, (g) 250 lbs X 3 = 750 lbs for Personnel, (h) 65 lbs X 3 = 195 lbs for Personnel Gear, (i) Utility Body weight 2000 lbs, (j) Cab and Chassey weight 11,000 lbs., PUMP MOTOR AND PUMP HEAD: (a) Darley 1-1/2? AGE BD34 (turbo charged, 34 hp), PRIMING: (a) Electrical oil-less primer, FOAM SYSTEM: (a) Foam Pro 1601, WATER TANK: (a) One (1) each Polyurethane tank with 10 gallon Integrated foam cell, (b) One (1) each Non-removable lid, (c) One (1) each Sight gauge, (d) Two (2) each External fill spouts, one for the foam system and one for the tank, (e) One (1) each tank with 650 gallon water capacity, (f) One (1) each Sump hole with valve drain for cleaning, REELS: (a) Two (2) each, Hannay Super Booster Aluminum reels with 2/3 hp motor OR Two (2) each Hannay Super Booster Stainless reels with 2/3 hp motor, (b) Two (2) each 1? X 4? sided roller guides, PLUMBING: (a) Two (2) each, 1-1/2? discharge lines next to reels one on each side (foam), (b) One (1) each, 1-1/2? discharge line at rear (foam), (c) One (1) each, 1-1/2 ? gravity feed line, (d) One (1) each, 3? quick fill and dump with valve and cam lock fitting within 2? to 6? of tank, (e) All Plumbing Valves are required to be stainless steel with drop out valves, LIGHTING AND COMMUNICATION LINE: (a) Eight (3) each lighting systems for side compartments, four on each side (b) Two (2) each flood lights at the rear of the vehicle to allow vision capabilities for night operations, (c) One (1) each Rear speaker system with microphone and jack capable of communicating between operators inside of vehicle and at rear of cab with vehicle engine engaged, WINTERIZATION: (a) One (1) each Air hookup system with snifter valve adapter capable of connecting to 1-1/2? discharge line system, UTILITY BODY ATTACHMENTS: (a) Two (2) each hand-holds one on each side at rear of truck, (b) Two (2) each fold-up steps on rear right passenger side of utility body, (c) Two (2) each 10? H aluminum storage compartments, with doors rear and outside same dimensions as top of utility box. Storage bins will be used to store 8? to 10 ? draft hoses with foot valves and tools, (d) Two (2) each Reels mounted on storage compartments, one on each side behind the cab, (e) Two (2) each 12? H storage racks, same width as aluminum storage compartments. Length will depend on how much space the reels and overboard plumbing components use, (f) One (1) each headache rack installed behind rear window. Installation of this rack must be at or within 1? of cab height to allow space for government to install a light bar after receipt of engine. The light bar must be visible from front & rear of vehicle. (g) Provide a non-skid surface on top of tank and bottom of racks. Required delivery, date of 7/15/05, FOB destination to U.S. Forest Service, Northern Region Fire Equipment, 1803 Strand Ave., Missoula, MT. 59801. The FAR provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award will be made based on the best value to the government. Evaluation of quotations will be made on past performance, ability to meet delivery schedule, technical approach and price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The FAR clauses at 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Quotes must be received by 06/01/05, 1600 MST, at the Aerial Fire Depot, Attn: Kaye Dobrocke, 5765 W. Broadway, Missoula, MT. 59808. In addition to providing the quotation and completed 52.212-3, offerors must include a list of previous customers and specifications for the fire truck engines.
