- The Defense Energy Support Center (DESC) is soliciting proposal on a full and open competitive basis to award contracts for Into-Plane with Contingency Requirement for the following six (6) African Fuel Initiatives (AFI) locations in Africa: Libreville (FOOL), Gabon; Accra (DGAA), Ghana; Windhoek (FYWH), Namibia; Dakar (GOOY), Senegal; Entebbe (HUEN), Uganda; and Lusaka (FLLS), Zambia. The performance period will be from 1 October 2005 through 30 September 2006 (Base Year) with three (3) option periods to renew. Option I: 1 October 2006 ? 30 September 2007, Option II: 1 October 2007 ? 30 September 2008, and Option III: 1 October 2008 ? 30 September 2009. Refer to solicitation for specific quantities at each location. The solicitation will be posted to the DESC web site on or about May 27, 2005. Proposals shall be considered from all responsible sources.
